Yes HDR is High Dynamic Range. You take two different images, one where light areas have proper detail and one where dark areas have proper detail and then combine the two. I have an iPhone app called True HDR that does the combining for me and then I use a second app called Mill Color to tweak the colors to taste and there you go.
